(AP) ? Syrian troops have regained control of a rebellious Damascus suburb after a 10-day assault that left dozens dead, hundreds wounded and caused a major humanitarian crisis, activists said Saturday.

The Britain-based Syrian Observatory for Human Rights and local activist Mohammed Saeed said troops recaptured Douma outside the capital late Friday.

The latest campaign was the worst of several assaults on the area, with dead bodies left in the streets, the Observatory said.

"The situation in Douma is catastrophic. The suburb is badly destroyed," said Saeed via Skype, adding that he was among dozens of residents who on foot through the fields to safer areas for fear of being captured by security forces.

Douma has been a hotbed of dissent since the uprising against President Bashar Assad began in March last year.

Troops loyal to Assad are strong in central Damascus, but have battled to control the ring of suburbs and settlements in the surrounding countryside. The army launches frequent offensives into the suburbs only to see them slip back into rebel control.

Saeed said troops stormed two makeshift hospitals where seriously wounded people were being treated. "The doctors fled and the wounded remained. Their fate is unknown," he said.

The latest violence came as representatives of global and regional powers tried Saturday to agree on a peaceful formula to end the bloody crisis in Syria, including the role of Assad in a transitional government.

The talks hosted by the United Nations at its European headquarters in Geneva are seen as a last-ditch attempt to salvage the peace plan brokered by the U.N.-Arab League envoy Kofi Annan.

Annan warned that if nations trying to end the country's violence fail to act they face an international crisis of "grave severity." He said history "will judge us all harshly if we prove incapable of taking the right path today."

Russia's determination to preserve its last remaining ally in the Middle East has collided head-on with the desire by the U.S. and other Western powers to replace Assad with a democracy. Diplomats are growing pessimistic that the U.N.-brokered conference can bridge the Russia-U.S. divide.

Activists say more than 14,000 people have been killed as the conflict has becoming increasingly militarized. Fighting also has left several rebel strongholds facing dire conditions.

Douma's residents suffer from daily shelling as well as shortages of food, electricity and running water, according to the Observatory. It also cited a shortage of cooking gas that has prevented people from cooking food since the latest campaign began on June 21.

The Observatory said about 100 families, mostly women and children, remain in Douma as men had to flee because of waves of arrests. Dozens of wounded people also are holed up in shelters and need urgent treatment after troops took over the main hospital in the area and damaged it, the Observatory said.

"Many of the wounded have died because of bad medical conditions," the Observatory said.

The state-run news agency SANA said troops continue to pursue "terrorist groups" in Douma, raiding their hideouts and destroying their communications and other equipment. Clashes resulted in the death of dozens of terrorists ? the official term authorities use for rebels ? and the wounding and arrest of many others, the statement said.

In other violence Saturday, a car bomb exploded in the northern city of Aleppo, Syria's largest, damaging a government building but causing no casualties since the building was closed for the weekend, according to SANA.

Activists also reported shelling by government troops and clashes between rebels and government forces in the central provinces of Hama and Homs, the eastern region of Deir el-Zour as well as Idlib and Aleppo to the north. Activists said at least 22 people were killed in violence Saturday.

In Egypt, Arab League deputy chief Ahmed ben Heli told reporters that a Syrian opposition meeting will be held Monday in Cairo.

More than 200 Syrians representing opposition groups from inside and outside the country have been invited along with foreign ministers from the five permanent U.N. Security Council members ? the United States, Britain, China, France and Russia, he said. Also invited were Annan and envoys from Iraq, Kuwait, Qatar, Turkey and Tunisia.

They will discuss agreeing on a common vision to deal with the next stage, he said.

The regional and international participation will only be in the opening and closing sessions while the opposition groups alone will discuss the issue for two days.

Previous attempts in the past weeks to hold a similar meeting at the league's headquarters in Cairo failed because of differences between opposition groups.

British Foreign Secretary William Hague welcomed next week's meeting.

"In our view the transition must involve representatives of all Syrian communities," he said in Geneva.

90% The Cabin in the Woods

Fresh, innovative and wickedly entertaining, The Cabin in the Woods is one of the most awesome experiences I've ever had at the theatres. Once again certifying Joss Whedon's astounding genius, it raises the bar for the whole horror genre, delivering laughs, thrills and a plot so cleverly designed that it makes everything else in the category look like second-rate garbage.During the first half hour or so, it doesn't seem like anything special: five 20-something friends go on a trip to a remote forest cabin, meet some creepy truck stop guy who speaks of death and impending darkness, or something of the like. Pretty much your average scare fare from the Hollywood assembly line.Or so it seems. Because as the curious youths begin exploring the enigmatic cabin - thus awakening its terrors - we suddenly find ourselves in a deep and ominous situation, where nothing is as it appears and your predictions are thrown completely out the door. I'm gonna stop right there not to give anything away, but let's just say that all hell breaks loose, in a pulse-pounding cavalcade of blood-splattering events, that sets its phaser to "balls-to-the-wall" and keeps it there until the very end.Not since the first season of Lost have I been so absorbed into a fictional place and its arcane oddities. It's like reading a really great mystery novel, that just gets better and better for every page turned and revelations unearthed. I really can't remember the last time I saw a horror-thriller this original and intense - if ever!Everyone in the cast does a pitch-perfect job. Most notably Chris Hemsworth, Kristen Connolly, Bradley Whitford and Fran Kranz. The latter of which reminded me a bit of a pot-smoking Shaggy from Scooby Doo. Tremendous kudos also goes to director Drew Goddard, who co-wrote the screenplay with writer-producer Joss Whedon. It's not only brilliant and groundbreaking, but also has a lot of fun with the material. Sometimes a little too much fun as the humor isn't always befitting, but that's about the only flaw this film ever presents. Otherwise it would have been a 5-star achievement. An elaborately written, out-of-the-box fright-fest, that puts a whole new spin to the genre, which for a long time looked to be at a loss for ideas. They sure weren't kidding when they called it the Inception of horror movies.Imagine all your worst nightmares, collected within the frames of a single film. Then add intelligence, adrenaline and an ingeniously unique story concept, and you can't help but love this masterfully crafted entertainment piece. All I can say is: expect the unexpected!

Health Care Reform Supreme Court Decision Surprises Washington Community

The sharply-divided U.S. Supreme Court Thursday that upheld President Barack Obama's signature public policy initiative took most of official Washington by surprise. The policy requires that most Americans get insurance by 2014 or pay a financial penalty.

"The Affordable Care Act's requirement that certain individuals pay a financial penalty for not obtaining health insurance may reasonably be characterized as a tax," Chief Justice John Roberts wrote for the court's majority in the opinion.

"Because the Constitution permits such a tax, it is not our role to forbid it, or to pass upon its wisdom or fairness," Roberts concluded. The vote was 5-4.

High Court: Insurance Penalty Is A Tax

According to the U.S. Supreme Court's blog, the Affordable Care Act, including its individual mandate that virtually all Americans buy health insurance, is constitutional. There were not five votes to uphold it on the ground that Congress could use its power to regulate commerce between the states to require everyone to buy health insurance.

However, five justices agreed that the penalty that someone must pay if he refuses to buy insurance is a kind of tax that Congress can impose using its taxing power, the blog reported.

Hence, because the mandate is constitutional, the court did not need to decide what other parts of the statute were constitutional, except for a provision that required states to comply with new eligibility requirements for Medicaid or risk losing their funding, the blog reported. On that question, the Court held that the provision is constitutional as long as states would only lose new funds if they didn't comply with the new requirements, rather than all of their funding.

Tea Party Response

Amy Kremer, Chairman of the Tea Party Express, said, "The Supreme Court ruled to uphold this unprecedented intrusion of the federal government into our personal health care decisions, CNN reported Thursday. The American people still reject this legislation as bad policy and unwanted government interference with their lives. We will continue to work to defeat Obamacare at the ballot box in November by electing fiscal conservatives ready and willing to represent the will of the people by fully repealing every piece of this legislation."

"While we are disappointed in the majority opinion of the Court, we cannot ignore how President Barack Obama and the Democratic Congress squandered over a year of his Administration on an unpopular law rather than address the important economic issues that continue to plague our financial well-being."

Astrophile: Solar cyclones hold fusion reactor clues

Astrophile is our weekly column on curious cosmic objects, from the solar system to the far reaches of the multiverse

Object: Giant plasma tornadoes
Location: Sun surface

Ten thousand gigantic tornadoes are scouring the surface of the sun. Each of these spinning magnetic storms is the size of Europe, and together they may be pumping enough energy into the solar atmosphere to heat it to millions of degrees ? a power that leads one scientist to suggest we could mimic these solar tornadoes on Earth in the quest for nuclear fusion power.

The visible surface of the sun has a white-hot temperature of more than 5000 Kelvin, but it is icy cold compared with the outer solar atmosphere, or corona. The thin plasma of the corona reaches temperatures of more than a million Kelvin ? which is strange because temperature usually falls when you move away from a source of heat.

A clue to this phenomenon came in 2008, when Sven Wedemeyer-B?hm at the University of Oslo in Norway spotted intriguing swirls on the sun. These spinning patterns appeared in images from the Swedish Solar Telescope on the island of La Palma in the Canary Islands in an instrument called CRISP, which can probe the lowest level of the solar atmosphere, a fairly thin region called the chromosphere.

Plughole plasma

"At that point we didn't really understand what was behind these swirls," says Wedemeyer-B?hm. Now, as part of a team led by Robert Erd?lyi at the University of Sheffield, UK, he has used data from NASA's Solar Dynamics Observatory (SDO) and computer simulations to get a more complete picture.

The SDO can see extreme ultraviolet wavelengths that are blocked by Earth's atmosphere, allowing it to look at the part of the corona where the temperature suddenly rises. With simultaneous observations from SDO and La Palma, the team saw swirls stretching from the chromosphere up into the corona.

Simulations show that each swirl is born when convection near the surface of the sun carries some material downwards through narrow channels. Like bathwater draining through a plughole, the material rotates, creating a twisting amalgam of plasma and magnetic fields above. It looks just like a terrestrial tornado, except 1500 kilometres across with winds blowing at tens of thousands of kilometres per hour.

Tornado fusion

Crucially, at the top of each tornado more ultra-violet light is given off than elsewhere ? a sign that the plasma is being heated at that point. Erd?lyi says that energy is probably channelled in the form of magnetic disturbances called torsional Alfv?n waves, which race up the twisted field lines of the tornado to be dissipated as heat in the corona.

This is not the only way that heat can get into the corona. Energy is also carried up in little jets called spiculesMovie Camera and intermittently dumped by explosive events such as solar flares. However, the team says that tornadoes could form one of the most important heating mechanisms.

If it works on the sun, why not on Earth? "We could steal this technique from nature," says Erd?lyi. At the ITER projectMovie Camera in Cadarache, France, scientists are trying to generate power from nuclear fusion, which requires heating plasma to many millions of degrees. Erd?lyi suggests that if we can better understand coronal heating, similar processes could be used to inject heat into a reactor. Then scaled-down solar tornadoes might bring light and heat to our homes.

Google Drive Now Has 10 Million Users: Available On iOS and Chrome OS

Screen shot 2012-06-28 at 1.30.38 PMGoogle has just announced over 10 million users that have signed into Google Drive, Google's new cloud-syncing storage platform. The product only launched in April of this year, so this is quite the milestone. Clay Bevor, director of product management for Google Apps made the announcement, also mentioning that Google Drive is now available on iOS and Chrome OS. He demoed Drive on the iPad, searching through a file full of receipts in the search box. It used optical character recognition to find the search query inside an image. But going even a step further than that, he searched for pyramid and Drive offered up saved images of the Egyptian pyramids. Offline saving and collaboration have been added to the platform, and all of that is available later today on the iPad.

Prevent Dangerous Fireworks Accidents - San Jose Personal Injury ...

By San Jose Personal Injury Lawyer on June 27, 2012 -

Independence Day celebrations in San Jose and throughout all of California are known for their extensive use of fireworks to celebrate our country. And while these explosives are both patriotic and exhilarating, an accident can lead to life-altering injuries.

The U.S. Consumer Product Safety Commission (CPSC) recently released information showing that 65 percent of all 2011 fireworks injuries occurred on the 30 days surrounding July 4, with 9,600 consumers injured and four killed. Possible fireworks injuries include:

  • Burns to the head, face, ears, hands, eyes, and more;
  • Cuts;
  • Blinding;
  • Head trauma; and
  • Loss of limb.

There are many ways that a person can be hurt by fireworks, but many of the worst injuries come from home-made fireworks and the use of professional grade fireworks at home. Accidents related to these types of fireworks tend to be the worst as large explosions can result and cause serious and even fatal injuries. However, even sparklers and small firework cones have the ability to cause serious burn injuries due to the intense heat generated and the potential for the occurrence of a defective product explosion.

Independence Day Safety San Jose

Keep your family safe this holiday by practicing safe firework habits should you choose to use them at home. Keep a bucket of water nearby to douse all used and dud fireworks, keep children at a safe distance, and use common sense when handling the explosives. By following these rules, you and your family can enjoy an explosion-filled, but injury-free, Independence Day.

If you are injured in a fireworks accident caused by the negligence or recklessness of another party, you are entitled to seek compensation from the responsible party through a personal injury claim. At Van Der Walde & Associates, our San Jose burn accident injury lawyers have the years of experience and skills to understand the scope of your injuries and prove not only the guilt of the responsible party, but also the validity of the compensation you seek. Why Washington springs leaks in election season

GOP lawmakers said Tuesday they don't believe Obama's denials of White House-sanctioned leaks about US efforts to disrupt Iran's nuclear program. Leaking for political purposes has a storied past in Washington.

They may not be yelling at President Obama amid his State of the Union message, as Rep. Joe Wilson (R) of South Carolina famously did, but that was the message Senate Republicans had for the president Tuesday over his recent denials that members of the White House were behind leaks of sensitive intelligence information.

While leaks occur almost perpetually?in Washington, an election season that has banished most other substantive items from Congress?s plate makes leaks prime territory to score political points.

Disclosure of secret information about Iran?s nuclear program and American covert efforts to disrupt it, among a handful of other intelligence issues, has driven members on both sides of the aisle up the wall with fury.

Confronted with concerns about disclosures at a press conference in early June, Mr. Obama told reporters that allegations that the White House ?would purposely release classified national security information is offensive.?

At a press conference Tuesday, Republican senators were having nothing of it. Sen. John McCain (R) of Arizona quoted an extended excerpt? from New York Times reporter David Sanger?s recent book, "Confront and Conceal,"? that reports senior White House intelligence officials disclosing intelligence relating to Iran?s nuclear program.

?Obviously the notion that his White House would purposely release classified national information is ?offensive? is contradicted by the facts,? Senator McCain said. Sen. Saxby Chambliss of Georgia, the Senate intelligence committee?s top-ranking Republican, said one covert action program revealed in Mr. Sanger?s book was so protected that it was news to the intelligence world?s congressional overseers.

?We as members of the Intelligence Committee can't even confirm whether these programs exist, and yet you have the national security adviser talking about a covert action program" to a reporter, Senator Chambliss said.

Republicans are not the only ones expressing concern. Even before Obama?s news conference, Sen. Dianne Feinstein (D) of California, chairman of the Senate Intelligence Committee, said in a statement that she was ?deeply disturbed by the continuing leaks of classified information to the media.? She subsequently sent a letter to Obama charging that "disclosures of this type endanger American lives and undermine America?s national security.?

Seven Things to Consider When Choosing a PDA | Computers and ...

In the early days, Personal Digital Assistants (PDAs) were not much more than glorified calculators with the ability to store contact information and brief notes. Now, the line between personal computer and personal digital assistant is blurred thanks to the advanced capabilities of these useful little devices.

There are plenty of makes and models to choose from in the PDA market, and finding the right model to suit an individual?s needs can be a dizzying challenge. This Tech Tip will take a look at seven basic things to consider when choosing a PDA in an attempt to help simplify the process.

Software

The software on a PDA is capable of running completely independent of your computer, but being able to share files and resources between them is one of the key convenience features. Software availability is one issue, but compatibility is another. In general, a PDA will come with one of two operating systems: Palm OS or Microsoft Pocket PC, each with its own very different approaches to running one of these devices.

Palm OS is the modern version of the operating system that was found on some of the first PDAs, Palm Pilots. No longer just a dull, greyscale environment, the Palm OS is a sharp looking operating system with many software titles available (either included, as downloads, or for purchase separately) to do just about anything you would want to do on a PDA.

Microsoft Pocket PC is themed after the familiar Windows operating system, and this similarity gives the millions of Windows users a comfortable environment to work with when transitioning to a PDA. The basic commands are the same, and of all the software titles available for a PDA running Pocket PC, many of them are reduced ?pocket? versions of what might be found on a computer such as Microsoft?s Word and Excel. Multimedia applications are a strong point of the Pocket PC environment, with many titles developed to make these devices more enjoyable and versatile.

Applications are available for either operating system to do just about the same thing, although specific titles available for one may not be available for the other.

Speed

The speed of the processors in PDAs is picking up, and some older desktop computers are being left in the dust by these little devices. Presently, the bulk of the devices on the market are running at clock speeds of 300 MHz or higher, sometimes much higher. The HP Ipaq HX4700 sports a 624 MHz Intel processor, which is also currently the processor found in the high-end Dell Axim X50v

axim_x50v?c=us&cs=19&l=en&s=dhs)

In general, faster processors can be found in the Pocket PC devices, but that does not mean that Palm OS devices are slow. Many experts would argue that the Palm OS runs more efficiently, and may be able to get by on less system memory, which helps keep the speed comparison competitive.

The applications for PDAs have been optimized to run well with less processing power, less system memory, and to occupy a minimal amount of disk space, so either type of PDA should be able to handle typical tasks well. Speed may be the main concern on a desktop PC, but the focus is a bit different on handheld devices, where other features are definitely more important.

Connectivity

Being able to connect a PDA to a computer or other device may be essential for utilizing all of the features to their full potential. Most now make connectivity to a PC via USB the base form of transferring data to the device, but there are a few wireless protocols that may be available on a PDA to make it even more convenient.

Infrared is a short range protocol that can allow for a PDA to exchange data with another PDA, as well as with a compatible laptop or desktop computer. Many PDAs feature an infrared port, but not all computers do. The communications on this protocol are relatively slow, but may be useful for transferring basic data or synchronizing with a PC.

Bluetooth is a protocol that operates on the 2.4 GHz radio band that provides greater range than infrared, but the speeds still aren?t that great. Bluetooth can be used for transferring data from computers, but it can also allow other devices to connect to a PDA. For example, a Bluetooth-enabled PDA linked to a Bluetooth-enabled cell phone may be able to access the Internet using the phone as a sort of wireless modem.

WiFi, just as on your typical computer, is the high speed wireless protocol (802.11x) that also operates on the 2.4 GHz radio band. WiFi will not only allow compatible devices to exchange files, but the high speed will make streaming media and web surfing convenient at home, or at the numerous wireless ?hot spots? popping up in public/commercial settings.

Extra Features & Accessories

It isn?t enough for PDAs to keep track of serious business items like appointments and contact information any more. They need to be able to multi-task, and most are now able to help their owners work and play. Many of these features may be considered nice extras by some, but others may insist on their availability when choosing a PDA.

Many PDAs can now surf the Internet, stream movies, or play video games thanks to the higher resolution color screens. Most now include a stereo sound processor for listening to MP3s or other audio sources, as well as being able to double as a digital voice recorder.

Other PDAs take the fun features to a whole new level. Some PDAs now double as mobile phones. Or is it that mobile phones that are doubling as PDAs? Many mobile phones have built-in cameras now. PDAs like the PalmOne Zire 72 (http://www.palmone.com/us/products/handhelds/zire72/index_gps.epl) include a digital camera for capturing stills and video clips at decent resolutions. Taking another look at the Zire 72 shows off another feature that has become popular in PDAs? GPS (Global Positioning System) receivers that will help plot and track routes during travel.

Many PDAs also offer a wide array of extra add-on accessories to add

ease of use and maybe a touch of flash to your PDA. For example, most manufacturers offer such things as spare batteries, extra styluses, and upgraded leather cases. Other cool items may be a foldable keyboard that can be plugged into the PDA for easier typing, automobile charger so that you can charge your PDA while driving

Merchant_Id=&Section_Id=1979&pcount=&Product_Id=160197)

and even international power adaptors to use your PDA in different countries (http://www.palmone.com/us/products/accessories/chargerscablescradles/3172WW.html)

Like cellphones, some PDAs even come with removable covers so that you can totally customize how your PDA looks.

Expandability

PDAs generally come with a base amount of memory on board for storing data and applications, but they can be filled up quite quickly. Most of these devices now include slots that will accept some sort of flash memory to increase their capacity Typical formats supported by PDAs include: Compact Flash, SD, MMC, or Memory Stick.

Flash memory is fairly cheap these days, but selecting a PDA based on a format that one already uses could be a good idea. An SD card, for example, could be shared between a PC, digital camera, MP3 player, and a PDA to move various multimedia and application files between the devices.

A PDA such as the HP iPaq rz1715 offers an SD/MMC slot for expandability, while the Dell Axim X5 offers the convenience of multiple flash memory slots, providing support for Compact Flash, SD, and MMC.

In addition to choosing the proper format of flash memory for your PDA, it may also be necessary to consider the capacity of the card chosen. Although you may be able to purchase a 2GB flash memory card, for example, that does not mean every PDA will be able to access it. Check the PDA manufacturer?s specifications, especially on older models, to confirm that there is no maximum card size that it will accept.

In addition to allowing additional storage space, expansion slots can be used for other devices, as well. GPS receivers are popular accessories for PDAs, and can be found with different interfaces to match the slots available on a PDA. Leadtek is one manufacturer offering both Compact Flash (http://www.leadtek.com/gps/gps_9534_1.html) and Secure Digital (http://www.leadtek.com/gps/gps_9534_1.html) based GPS receivers. Another innovation, from companies such as SanDisk, are combination memory and WiFi cards (http://www.sandisk.com/retail/sd.asp?nav=mobile). However, be sure to check compatibility with your current PDA as some PDAs have problems ?using? the extra features.

Size

The overall size may vary from model to model, but in general the length and width of a PDA will be in the range of a 3? x 5? index card. These values may vary slightly, and a difference of a few fractions of an inch may be important to a user with specific space constraints. For example, comparing the measurements of a Toshiba 830w (5.31? by 3.03? by 0.65?), to those of a Compaq Ipaq 3950 (4.54? x 3.00? x 0.61?), shows that the width and thickness are nearly identical. But, the difference of more than ?? in height may be a big deal when trying to fit into a briefcase pocket, or even a shirt pocket.

The weight may be directly related to size, and is perhaps another relevant area worth considering. The weight of a typical PDA may be just a few ounces (several hundred grams), so you obviously aren?t going to strain yourself toting it. The difference between one model and another may be due to the variety and quantity of extra features included, and in general, an individual?s requirements for functionality may influence the overall weight.

Another key aspect when referencing size as it applies to PDAs is the screen size. Large screens, with higher resolutions, will allow the user to operate more comfortably. Using the same two PDAs referenced in this section, we see that the Toshiba 830w sports a 4.0? (480?640 resolution) screen while the Compaq Ipaq 3950 has a 3.8? (240?320 resolution) screen. So, the overall size of the Toshiba is a bit larger but it makes good use of the space by including a larger display capable of twice the resolution of the Compaq.

Battery Life

Most PDAs are now provided with an integrated rechargeable battery which recharges while connected to a base station or power adaptor. The most common type of rechargeable battery may be Lithium Ion (Li-Ion), and a general gauge of a battery?s capacity is provided in terms of mAh (milliAmp hours). Although real-world performance will vary among devices and how they are used, a battery with a higher mAh value will be able to hold a greater charge and last longer between charges.

The general use of the device will obviously play a role in how long the batteries will last, and is a difficult number to provide with any certainty. Manufacturers may provide a figure on the normal life between charges, but this is most likely based on occasional use, where it is idling for a majority of the time. This figure may indicate battery life of up to several days on one charge, but under more intensive operation, the battery life could be cut significantly. Watching a movie, listening to audio files, or playing games may drop the life on one charge from a few days down to a few hours. Use of wireless networking and display backlighting are two other things that can seriously impact battery life on any PDA, regardless of the type or quality of batteries included.

Your best bet for information on battery life is to seek out independent reviews or owner comments on a PDA of interest.

Final Words

With all of the options available, PDAs are far more versatile than they ever used to be. Finding a device with the flexibility to be useful for both business and pleasure doesn?t have to be a daunting task if a few key considerations are identified early in the process. A good balance of performance, size, and capabilities should be easily achieved, while still respecting a reasonable budget.

Turkey turns to NATO after Syria downs jet

ANKARA (Reuters) - Turkey is to demand backing from its NATO allies on Tuesday at a special meeting called after Syrian troops shot down a Turkish warplane last week in an incident Damascus said was self-defense but which Ankara branded an "act of aggression".

It is only the second time in NATO's 63-year history that it has convened under Article 4 of its charter which provides for consultations when a member state feels its territorial integrity, political independence or security is under threat.

Turkey rejected assertions from Damascus that its forces had no option but to fire on the F-4 jet as it flew over Syrian waters close to the coast on Friday.

In a letter to the U.N. Security Council, Turkey condemned the "hostile act by the Syrian authorities against Turkey's national security", saying it posed "a serious threat to peace and security in the region".

Deputy Prime Minister Bulent Arinc told a news conference Syria's actions "would not go unpunished".

The incident has further heightened tensions between Turkey and Syria already strained to near breaking point over the 16-month uprising against Syrian President Bashar al-Assad's rule.

Though not known for his restraint, Turkish Prime Minister Tayyip Erdogan has so far been measured in his response, perhaps due to Western reluctance to commit to any military action and wary himself of anything that could trigger a regional sectarian war.

European Union foreign ministers called on Monday for Turkey to show restraint, saying they would increase pressure on Assad.

"Military intervention in Syria is out of the question," said Dutch Foreign Minister Uri Rosenthal.

After a seven-hour Turkish cabinet meeting in which an air force chief gave a detailed briefing on Friday's incident, Arinc said Erdogan would make an announcement on Syria on Tuesday.

Syria's description of the event as an act of self defense, though tempered with commitment to a "neighborly relationship", seemed likely to further anger Ankara.

ACT OF DEFENCE

"The plane disappeared and then reappeared in Syrian airspace, flying at 100 meters altitude and about 1-2kms (0.6-1.2 miles) from the Syrian coast," Syrian Foreign Ministry spokesman Jihad Makdissi told a Damascus news conference.

"We had to react immediately, even if the plane was Syrian we would have shot it down," he said. "The Syrian response was an act of defense of our sovereignty carried out by anti-aircraft machinegun which has a maximum range of 2.5 km."

Syria warned Turkey and NATO against retaliating.

"NATO is supposed to be there to strengthen countries," said Makdissi. "If their meeting is for hostile reasons (they should know that) Syrian land and waters are sacred."

The only other time NATO has convened under Article 4 was in 2003 to discuss the Iraq war, again at the request of Turkey.

The unarmed reconnaissance jet had briefly entered Syrian airspace as it approached land after patrolling the eastern Mediterranean, Arinc said, but was warned by Turkish radar controllers and immediately left and turned again out to sea. It then made another approach to land when it was shot down 13 miles off the coast in international airspace, he said, out of the reach of Syria's anti-aircraft guns

"According to the data in our hands, it points to our plane being shot by a laser or heat-guided surface-to-air missile. The fact our plane was not given an early radar warning, suggests it was not a radar-guided missile," said Arinc.

By invoking Article 4 of the NATO charter, rather than Article 5 which calls for military action, Turkey has signaled it wants action against Syria short of armed intervention.

"Ankara itself has been averse to consider military action against Syria so far. So it is likely that the invocation of Article 4 is designed to put more diplomatic pressure on Assad," said Clara Marina O'Donnell, a fellow at the Brookings Institution in Washington.

DESERTION

In shell-shattered districts of Homs, the heart of the uprising against Assad, rebels battled troops as aid workers tried to evacuate civilians. Turkish television reported the desertion of a Syrian general and other officers across the border.

The International Committee of the Red Cross (ICRC) said it was again trying to arrange a safe evacuation of trapped civilians from Homs. But anti-government activists reported heavy shelling on central districts, including Jouret al-Shiyah and al-Qarabis. Video showed detonations and machinegun bursts from the skeletal remains of abandoned apartment blocks.

The activist Syrian Observatory for Human Rights said Assad's troops carried out raids and arrests in areas still under army control, and heavy fighting between government forces and rebel fighters was reported in the opposition centers of Idlib, Deir al-Zor and Deraa, the birthplace of the uprising.

The United Nations has said more than 10,000 people have been killed by government forces, while Syria has said at least 2,600 members of the military and security forces have been killed by what it calls foreign-backed "Islamist terrorists."

The intensification of the fighting has raised fears in Turkey of a flood of refugees and a slide into ethnic and religious warfare that could envelop the region. Ankara, like the West, is torn between a wish to remove Assad and the fear that any armed intervention could unleash uncontrollable forces.

Poll: Election winner won't impact economy much

WASHINGTON (AP) ? When it comes to the economy, half of Americans in a new poll say it won't matter much whether Barack Obama or Mitt Romney wins ? even though the presidential candidates have staked their chances on which would be better at fixing the economic mess.

People are especially pessimistic about the future president's influence over jobs, according to the Associated Press-GfK poll. Asked how much impact the November winner will have on unemployment, 6 in 10 gave answers ranging from slim to none.

Yet the candidates, the polls and the pundits agree ? the economy is the issue of 2012. Can either man convince voters that he would set things right?

James Gray of Snow Hill, N.C., is skeptical.

"It doesn't look to me like the economy or nothing gets better no matter who you've got up there," Gray said. "I don't know why it is."

A retired policeman, Gray plans to vote for Romney and thinks the Republican might win. But he doesn't have much hope that would improve things for people like him, living on a fixed income. "Every time you go to the grocery store the prices have gone up," he said.

Years of disappointing economic news following the 2007-2009 recession have deflated American optimism. And worries about financial troubles in Europe and congressional gridlock at home hang over the future. Two-thirds of people still describe the economy as poor. The same number ? 31 percent ? think unemployment will grow worse over the next year as predict it will ease up.

"Right now it's so bad," said Maria Fisher of Timber Pines, Fla. "I wish everything was better."

Fisher, a preschool teacher at the YMCA, favors Romney because he's a Republican and a successful businessman. She's ready "to give him the chance to fix all these problems." But she doubts there's much the president can do.

Lots of Obama supporters feel the same way.

"The office of the president as a single person doesn't have as much influence as we generally attribute to them," said Jeff Guertin, a mechanical engineer in Bedford, N.H., who backs Obama.

Guertin said a president is limited by Congress' willingness to go along with his ideas, as well as all sorts of other factors, including world events, that affect whether the U.S. economy grows or shrinks.

Despite the dominance of economic issues in the presidential race, Americans are evenly split over whether the man living in the White House in 2013 will bring significant change to the overall economy.

A majority of those surveyed ? 55 percent ? say the winner will have from "just some impact" to "no impact" on the nation's huge budget deficits.

Those with little confidence that the winner can fix things are also more pessimistic overall ? just 32 percent of them think the economy will improve in the coming year. In contrast, among those who expect a substantial impact from the winner, almost half think the economy will get better.

Republicans are more likely than Democrats to predict that the winner's imprint will be felt: 58 percent say the election's outcome will affect the economy overall. Yet fewer than half of Republicans foresee much impact on joblessness.

Everett Hickman, an Obama supporter, said both campaigns overplay how much a president can do.

"The federal government has some influence over the economy," said Hickman, a retired radio news reporter living in Charlotte, N.C. "It doesn't have the kind of push-pull, click-clack control that some people seem to think, or pretend to think."

The Associated Press-GfK Poll was conducted June 14-18 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cellphone interviews with 1,007 adults nationwide. Results for the full sample have a margin of sampling error of plus or minus 4.0 percentage points.

Houston TX pool builders will provide proper installation and ensure that your quality materials will not be wasted. For your pool building, workmanship quality is key and if you can afford it, you should call pool building experts in Houston TX. If you do not want to spend lots of money, you can supervise your pool building carefully.

Houston TX Swimming Pool Builders

Be aware that if they are not experts with over 5 years experience in indoor swimming pool building, most pool builders in Houston TX will not be familiar with the specialized materials and techniques required. Hence, before the construction begins, you have to make sure that each pool builder understands the importance of the materials and their proper installation.

Indoor swimming pool builders in Houston TX

Also, coordinate carefully different builders and suppliers work and where they overlap. If you can, daily review building and installation of materials to find problems before they become hidden from view.
These tips will ensure your swimming pool building in Houston TX at good quality standards for a reasonable price.

Selecting a Houston TX Pool Building Contractor

In Houston TX, any contracting job including swimming pool building or repair that costs over $500 must be performed by a contractor who holds a current, valid contractors license usually in the classification for which they are contracting. Contractors who build or repair swimming pools must be licensed as swimming pool specialty contractors.

A general building contractor may also contract for Houston TX swimming pool construction provided the general building contractor holds the swimming pool specialty classification, or the general building contractor hires a licensed swimming pool specialty contractor to perform the work in Houston TX.

Other contractors in Houston TX like plumbers, landscapers, solar workers, etc., should work within their specific areas of licensure, and cannot be responsible for the overall pool building project.

Homeowners who are considering building a swimming pool may work with a salesperson. The law does allow licensed building contractors to employ registered home improvement salespersons (HIS) to solicit, negotiate, sell, or execute contracts, including swimming pool building and repair.

Tips for Choosing Houston TX Pool Builders

- Get referrals: It is a good idea to ask friends or family for referrals before hiring pool builders or service company. You may also get referrals from trade associations, such as a local builders? exchange or a Houston TX swimming pool and spa association.
- Get references: You should ask for references from the building contractor, at least one current and one recently completed in Houston TX. When you call to talk with the client about the job, be sure to ask how the project was handled and about their satisfaction with the contractor, sub-contractors and employees, as well as the end result for the completed job.
- Get bids: It is important to get at least three bids from pool builders in Houston TX so you can compare them.
- Verify the license or registration: Make sure to verify that the pool building contractors license or registration is in the name that is presented to you and that it is current and active. Ask the builder or salesperson to see their identification and check that the name of the Houston TX swimming pool building company with which you are doing business is listed.
- Have a contract: make sure everything is in writing. This includes materials, schedule and clean-up. Changes, details and payment scheduled should be written down in detail. Do not sign or pay anything until you completely understand the terms. A plan and scale drawing of the shape, size, and dimensions must be included as part of your swimming pool building contract in Houston TX.

Shooting survivor holds 'Congress on Your Corner'

U.S. Rep. Ron Barber, D-Ariz., center, meets with constituents Jim Tucker, left, and his wife Doris who are the first in line to greet him during a "Congress On Your Corner" event at a grocery store on the corner of North Craycroft and East Grant Roads in Tucson, Ariz. on Saturday, June 23, 2012. The Tuckers were also one of the first people in line when Rep. Gabrielle Giffords was shot and wounded and six people were killed outside a supermarket on Jan. 11, 2011. Sworn into office earlier in the week, this is the first such event in Congressional District 8 since the shooting. (AP) ? A newly sworn-in congressman who was injured in a mass shooting last year along with then-Rep. Gabrielle Giffords held his first "Congress on Your Corner" event with southern Arizona constituents on Saturday.

Giffords held 21 of the informal meet-and-greet events during her more than four years in office, including one on the day of the shooting ? Jan. 8, 2011. The rampage left six dead and 13 wounded, including Giffords and her then-district director, Ron Barber.

Giffords relinquished the seat in January to concentrate on her recovery from a gunshot wound to her head. Barber, a Democrat, won a special election to replace her earlier this month. He was sworn in Tuesday in Washington, D.C.

About 300 people showed up at Saturday's event outside a Tucson grocery store as temperatures topped 100 degrees, Barber spokesman Mark Kimble said. Visitors ranged from other survivors of the mass shooting and well-wishers to people who had concerns about their federal student loans or veteran's benefits, he said.

The event had been scheduled to last an hour and a half.

"But there were so many people, we went three hours," Kimble said.

Barber was shot twice, once in the face and once in the leg in the shooting, which took place in front of another Tucson grocery store. He was asked by Giffords earlier this year to pursue the seat, and she appeared in Tucson during the campaign's final days to help him.

Barber defeated Republican Jesse Kelly, who narrowly lost to Giffords in 2010.
